  Ontario Housing Minister Steve Clark broke the Member’s Integrity Act when carving up the Greenbelt for development, a new report by the province’s integrity commissioner finds.   In a report released Wednesday, Integrity Commissioner J. David Wake found that Clark contravened two sections of the Members’ Integrity Act by “failing to oversee the process by which lands in the Greenbelt were selected to development.”   The 166-page report found this led to “the private interests of certain developers being furthered improperly.”   “The evidence paints a picture of a process marked by misinterpretation, unnecessary hastiness and deception,” Wake wrote in the summary of his report ...   The Ontario government’s decision to open up parts of the Greenbelt for housing “favoured certain developers,” lacked transparency and failed to consider environmental, agricultural and financial impacts, a scathing report by the province’s auditor general has suggested.   Of the 7,400 acres of land removed from the Greenbelt, the report found 92 per cent could be tied to three developers.
