It is a budget of broken promises, misleading numbers and fanciful thinking — all resting on the quicksand of fossil fuel revenue. And to quote Alberta Finance Minister Nate Horner, “It’s confusing.” That was Horner’s summation when describing the “surplus” in the Alberta budget he unveiled Thursday in Edmonton. The Alberta government claims a budget surplus of almost $400 million this year. However, it will have to borrow money to get there, more than $2 billion.
