The second video delves more deeply in to the messaging and promotion behind recent road safety changes . Subsequent to the original Speed Kills Your Pocketbook released in 2013 , the BC government raised speed limits on some 1,300 km of British Columbia highways. Weak reporting of government and anti - motor - vehicle activist - driven research , coupled with a new government dealing with mounting losses at ICBC , was followed by half of those increases being rolled back in spite of data which did not support many of th ose rollbacks .
